ABSTRACT: On August 18, 2015, The United States Environmental Protection Agency (USEPA) posted pre-publication versions of proposed methane and VOC regulations for the Oil and Natural Gas sector. This represents the first set of stationary sources to be regulated for GHG methane emissions. The proposed regulations include amendments to NSPS OOOO and proposed new regulation NSPS OOOOa for new/modified/reconstructed sources, Control Technology Guidelines for existing sources in ozone non-attainment areas, a Tribal NSR Program FIP for true minor sources, and a Source Determination definition of the term “adjacent” for all Oil and Natural Gas sector sources. The focus of the presentation will be NSPS OOOO and NSPS OOOOa.
