Our featured speakers, Rusty Frishmuth of Bill Barrett Corporation, and Mark Peak of QEP Resources, will discuss several recently promulgated environmental regulations significantly affecting the oil and gas industry in the Rockies.
Colorado, Utah, and Wyoming have all recently enacted new regulations or policies that have and will significantly impact the oil and gas industry. The presentation will provide a high level summary of Colorado’s Regulation 7, Utah’s General Approval Order for Oil and Gas Facilities, Utah’s proposed regulations requiring retrofit of pneumatic controllers, and Wyomings Leak Detection and Repair permitting conditions. Other environmental requirements including Colorado and Wyoming’s baseline groundwater monitoring regulations will also be discussed. Mark and Rusty will also lead a discussion of what is expected in the next 12-18 months including new storage tank requirements in Utah.
Rusty Frishmuth is the EHS Manager for Denver-based Bill Barrett Corporation (BBC), a mid-sized exploration and production company operating throughout the Rocky Mountain region. Rusty has 22 years of environmental, health, and safety experience, working both as a consultant and as a member of corporate EHS teams. He has spent the last 17 years implementing and supporting EHS programs in midstream and upstream oil and gas operations. In addition to his current role as an EHS manager, his experience has included managing the air quality programs department of a large natural gas processing company and managing multi-million dollar remediation projects.
Rusty received a BS in Civil Engineering from the Colorado School of Mines and is a registered professional engineer in the State of Colorado.
Mark Peak is responsible for permitting and environmental compliance for QEP’s oil & gas exploration & production activities. Also responsible for assisting with overseeing QEP’s safety program for the staff & field personnel in the Four Corners Region and Uinta Basin. Active involvement in the Independent Producers EHS Forum, O&G Environmental Interest Forum, Rocky Mountain PEER Group and Western Energy Alliance Utah Technical Committee. Major initiatives include implementation of greenhouse gas regulations and new federal oil & gas regulations, ongoing facility permitting in both state and federal/tribal juridictions, emission testing, remediation, updating SPCC plans, and waste disposal.
Mark received a B.S. in Chemical & Petroleum Refining Engineering from the Colorado School of Mines.
