Christy Woodward, serves as the Senior Director of Regulatory Affairs for the Colorado Oil & Gas Association (COGA). She leads COGA’s regulatory strategy. Ms. Woodward has 19 years’ experience in civil and environmental engineering design and project management, including Clean Water and Clean Air Act permitting and compliance and National Environmental Policy Act (NEPA), Wildlife and Cultural assessments for energy projects on Federal Lands. She is an Environmental Engineer and has provided technical support for the oil and gas industry, the homebuilding industry, mining industry, other private clients, U.S. Environmental Protection Agency (EPA) and the Department of Defense (DoD).
ABSTRACT: The 2019 Colorado Legislative Session saw numerous reforms on the regulatory front for the oil and gas industry, but other components of the energy sector as well. Senate Bill 181 calls for a reorganization of the Colorado Oil and Gas Conservation Commission and to prioritize their mission on the protection of Public Safety, Health and Welfare, the Environment, while also requiring additional regulation from the Air Quality Control Commission of the oil and gas sector and transmission sector. Additional legislation was passed including; HB 19-1261 – Climate Action Plan to Reduce Pollution, SB19-96 – Collect Long-Term Climate Change Data, and SB19-236 – Continuation of the Public Utilities Commission. All of this legislation also establishes sweeping air emissions and environmental rulemakings and changes in the coming years and decades.
